أصدر القانون رقم 25 لسنة 2023 قانون إعادة تنظيم الهيئة العامة للأرصاد الجوية للحد من الشائعات والبلبلة وإثارة الرعب بين المواطنين من خلال محاسبة أي شائعات حول الأحوال الجوية..
وتكمن أهمية هذا التشريع في أن الأرصاد الجوية تمثل مجالا خصبا لجذب الاستثمارات الأجنبية. وهو الأمر الذي تسعى الدولة لتحقيق أهداف التنمية المستدامة، والحفاظ على مقدرات الدولة، وتقليل حجم الخسائر الناتجة عن نشر أخبار كاذبة أو نشر بيانات وأخبار غير دقيقة فيما يتعلق بالأرصاد الجوية. السفر بالطائرة مما قد يضر بالاقتصاد ويهدر المليارات ويؤجل الرحلات السياحية والعمليات الاقتصادية.
المادة (11) تنظم شؤون التراخيص والموافقات والرسوم وكيفية تحصيلها، والمواصفات الفنية اللازمة لمزاولة الأنشطة في مجال خدمات الأرصاد الجوية، وإنشاء أو تشغيل محطات الأرصاد الجوية أو البحرية بكافة أنواعها، وشراء أجهزة ومحطات الأرصاد الجوية والمحطات المتخصصة والاستثناءات والإعفاءات المقررة. وفيما يتعلق بشرط الحصول على التراخيص والموافقات من الهيئة، في حالات محددة، وفق رسوم معينة ومواصفات فنية خاصة، ووفقا للشروط والضوابط المنصوص عليها، تم تحديد وتفويض الجهات المستثناة من قبل رئيس مجلس الوزراء بناء على الاقتراح من الوزير المختص وبعد موافقة مجلس الإدارة، باستثناء الجهات الأخرى..
ونصت على أنه لا يجوز مزاولة أي نشاط في مجال خدمات الأرصاد الجوية، أو إنشاء أو تشغيل محطات الأرصاد الجوية أو البحرية بكافة أنواعها أو مركز التنبؤ إلا بعد الحصول على ترخيص بذلك من الهيئة، مقابل رسم لا يتجاوز عشرة آلاف جنيه كحد أقصى..
لا يجوز شراء أي أجهزة أو محطات أرصاد جوية أو محطات متخصصة في قياس الإشعاع الشمسي أو الأوزون أو الغلاف الجوي الزراعي إلا بموافقة الهيئة، ووفقاً للمواصفات الفنية المعتمدة لديها، مقابل رسم لا يتجاوز بحد أقصى خمسة آلاف جنيه..
