أسفرت انتخابات هيئة مكتب اللجنة التشريعية بمجلس النواب، في الجلسة الرابعة من الفصل التشريعي الثاني، عن فوز المستشار ابراهيم الهنيدي رئيسا للجنة، وفوز النائب ايهاب التماوي بمقعد رئيس اللجنة. النائب الأول، والنائب الثاني النائب يحيى العيساوي، والنائب ناصر عثمان فائزاً بأمانة سر اللجنة.
وتعتبر اللجان النوعية “مطبخ المجلس” حيث تشهد مناقشات تفصيلية لمشاريع القوانين للخروج بصياغة متكاملة ومتوازنة لعرضها على المجلس، فضلا عن مناقشة الأدوات الرقابية التي يوجهها الممثلون إلى الحكومة. ويعد تشكيل مكاتب اللجان بمثابة الشرارة لانطلاق عمل المجلس، وإحالة مشاريع القوانين وأدوات الرقابة إلى كل لجنة حسب اختصاصاتها. لمناقشته.
تنص المادة 42 من اللائحة الداخلية لمجلس النواب على ما يلي: تنتخب كل لجنة، في أسرع وقت ممكن، في بداية كل دورة عادية، رئيساً ونائبين وأمين سر من بين أعضائها، بالأغلبية المطلقة لعدد الأصوات. عدد أعضائها.
تقدم الطلبات خلال المدة التي يحددها مكتب المجلس، وتجرى الانتخابات بين المرشحين بالاقتراع السري
وفي حالة عدم تقدم أي شخص للترشح غير العدد المطلوب، يتم إعلان انتخاب المرشحين بالتزكية. وذلك كله وفقاً للقواعد والشروط والمواعيد التي يحددها مكتب المجلس
ووفقا للمادة 44 من اللائحة، تتولى كل لجنة من اللجان النوعية دراسة وإبداء الرأي في مشاريع القوانين ومقترحات القوانين والقرارات المتعلقة بالقوانين وغيرها من المواضيع ذات الصلة بالاختصاصات المحددة.
ونصت المادة 39 على ما يلي: “يتلقى رئيس المجلس، في بداية كل دورة عادية، وفي الموعد الذي يحدده، طلبات الأعضاء للترشح لعضوية اللجان، ويقوم مكتب المجلس بالتنسيق بين هذه الطلبات، مع مراعاة ما يلي: مراعاة اختصاصات اللجان وصلاحياتها قدر الإمكان. وذلك كله وفقاً للقواعد والشروط والمواعيد التي يحددها مكتب المجلس».
