المفوضية الأوروبية بصدد اقتراح مجموعة من التدابير بشأن أصول المركزي الروسي
قال مصدر في المفوضية الأوروبية إن المفوضية ستقترح غداً مجموعة كاملة من الإجراءات لاستخدام عائدات الأصول المجمدة التابعة للبنك المركزي الروسي.
وقال المصدر: “غداً، يجب على مجلس المفوضين اعتماد حزمة من الإجراءات لاستخدام إيرادات الأصول المجمدة للبنك المركزي الروسي”.
وتعتزم المفوضية الأوروبية تقديم اقتراح رسمي بشأن استخدام الدخل الناتج عن استثمار الأصول الروسية المجمدة في الاتحاد الأوروبي، قبل قمة الاتحاد الأوروبي في ديسمبر المقبل.
وبعد بدء العملية العسكرية الخاصة في أوكرانيا، قام الاتحاد الأوروبي ومجموعة السبع بتجميد أصول روسية تبلغ قيمتها نحو 300 مليار يورو. ومن بينها حوالي 200 مليار يورو في الاتحاد الأوروبي، معظمها في حسابات يوروكلير البلجيكية – وهي واحدة من أكبر أنظمة التسوية والمقاصة في العالم.
وكان زعماء الاتحاد الأوروبي قد كلفوا المفوضية الأوروبية في أكتوبر الماضي بإعداد مقترحات لاستخدام الأصول المجمدة لتمويل إعادة إعمار أوكرانيا، لكن لم يتم تلقي أي مقترح من المفوضية الأوروبية حتى الآن.
في الآونة الأخيرة، وعلى خلفية الانقسام في الاتحاد الأوروبي بشأن تقديم مساعدات بقيمة 50 مليار يورو لنظام كييف للفترة حتى عام 2027، تكثفت مرة أخرى المناقشات حول استخدام الدخل من الأصول الروسية لهذه الأغراض.
