تنشأ بموجب قانون الصكوك السيادية لجنة تسمى “لجنة التقييم العليا” تتولى تقييم حق الانتفاع بالأصول المحددة في المادة (11) من هذا القانون أو تقدير قيمتها الإيجارية أو غير ذلك. وفقاً لعقود الإصدار وفقاً لمعايير التقييم المالي للمنشآت ومعايير التقييم. المستندات العقارية الصادرة عن الوزير المختص.
وأجاز القانون لجهة الإصدار، بناء على اقتراح اللجنة، الاستعانة بإحدى الشركات أو المؤسسات العالمية المعنية بالتقييم أو التصنيف الائتماني، كإجراء إضافي للصكوك المطروحة خارج جمهورية مصر العربية. ويعرض الوزير المختص نتائج أعمال هذه اللجنة على مجلس الوزراء لاعتمادها. .
ويصدر بتشكيل لجنة التقييم العليا ونظام عملها والمعاملة المالية لأعضائها قرار من رئيس مجلس الوزراء بناء على اقتراح الوزير المختص. لا يجوز الحجز أو اتخاذ أي إجراءات تنفيذية على الأصول التي صدرت على أساسها السندات السيادية خلال مدة الصك، ويعتبر باطلا كل إجراء يتم بالمخالفة لأحكام هذا القانون. موضوع .
تكون المدة القصوى للصك السيادي ثلاثين سنة، ويجوز تكرار الصك بعد انتهاء مدته الأصلية لمدة أو مدد مماثلة وفقا لأحكام هذا القانون. .
