نظم المكتب الثقافي بالمجلس الأعلى لشؤون الأسرة في الشارقة صالون الشارقة الثقافي “تحديات المسؤولية في القيادة الثقافية”، حيث استضاف الصالون الثقافي د.سلطان العميمي، رئيس اتحاد كتاب وأدباء الإمارات، وأدارت الحوار الشاعرة والأديبة شيخة الجابري، وذلك في مسرح المجلس، وبحضور عدد من المهتمين بالشأن الثقافي.
وتناولت الجلسة عدة محاور منها الرؤية الشاملة من قبل د.العميمي لأداء المؤسسات الثقافية في الدولة، والذي أكد على أن العمل الثقافي في الدولة مرتبط بمرحلتين، مرحلة ماقبل قيام الاتحاد، ومرحلة مابعد الاتحاد، حيث كان الحراك الثقافي نشطاً ومتميزاً خاصة في إمارة أبوظبي ودبي والشارقة، وكانت هناك بالفعل حركة ثقافية واضحة، لهذا وبعد قيام الاتحاد كان هناك أساس قوي بنيت عليه المؤسسات الثقافية، وكان أولها وأهمها وزارة الثقافة والإعلام كمنظومة ثقافية ذات حضور ودور مهم، فما يميز الثقافة في الدولة أنها ولدت كبيرة، فكانت الدولة منذ البداية حريصة على استضافة أهم الأسماء في عالم الأدب والشعر والفنون وكافة أشكال الثقافة، وعلى إقامة معارض الكتب والأمسيات الشعرية والقصصية والندوات الثقافية والمهرجانات وغيرها، فالمؤسسات الثقافية في الدولة تتميز بأداء رفيع المستوى، ونجحنا بالفعل في صنع نماذج ثقافية يحتذى بها، وتتميز الدولة بطابع ثقافي خاص استطاعت القيادة أن تنميه وتطوره وتشجع استمراريته، كما أن أهم ما يميز الثقافة في الدولة هو الشراكة بين مختلف المؤسسات بهدف تعزيز الدور الثقافي في المجتمع، مثل وزارة التربية والتعليم والتلفزيون والإذاعة والصحف، وغيرها من المؤسسات التي تعمل معاً لتحقيق نفس الهدف.
وحول التحديات التي تواجه القيادة الثقافية أثناء عملهابسبب وجود بيئات متعددة في الوسط الثقافي، تحدث د.العميمي، موضحاً:
في الواقع دولة الإمارات لها خصوصيتها، وفي الشأن الثقافي تحديداً، الكل شريك في المنظومة الثقافية، والكل شريك في العطاء والتلقي، وفي لغة الخطاب، ففي الثقافة تختفي كل الفروقات، فليس هناك فرق في الدين أو الجنسية أو اللغة، بل بالعكس التنوع الموجود يثري المشهد الثقافي في الدولة، وكل شخص على أرض الدولة يعمل من أجل هذا الوطن، ويرتبط به، ويسعى ليقدم له أفضل ما لديه، ويرى نفسه ابناً لهذا الوطن، وعلى سبيل المثال اتحاد كتاب وأدباء الإمارات فهو مفتوح أمام كل من يرغب في المشاركة وفي إثراء الثقافة في الدولة، وبالفعل هناك حرص من الجميع على الحضور والمشاركة، والدولة تحرص باستمرار على وضع الخطوط المرتبطة بالهوية الإماراتية وتربطها بالقوانين التي تحدد المسؤوليات والواجبات والحقوق.
وحول سمات القائد القادر على إدارة مؤسسة ثقافية، ومن واقع تجربته، تحدث د.العميمي قائلاً:
لابد وأن نميز بين القائد والمدير، ولكل منهما صفاته الخاصة به، والمسألة تخضع كذلك لسياسة كل مؤسسة في اختيار القائد، فالقيادة الثقافية تتطلب مواصفات خاصة ترتبط بالشخصية والخبرة والمهارات التي قد تكون أهم من المؤهلات والشهادات، فامتلاك القائد لمهارات الإدارة مهم، ولكن برأيي الأهم هو امتلاكه لاهتمامات خاصة تنبع من تخصص المؤسسة التي يقودها، فإذا كانت على سبيل المثال مؤسسة فنية، فأنا أفضل أن يمتلك القائد مهارات واهتمامات وخبرات في مجال الفن.
وأضاف مؤكداً على أن القيادة في العمل الثقافي لا ترتبط لا بالمزاجية ولا بالذائقة، بل على القائد أن يكون محايداً، ويتعامل مع المنظومة التي يديرها بمهنية عالية بعيداً عن الآراء الشخصية، ولا يسمح للعلاقات ولا الخلافات الشخصية في التحكم بقراراته الإدارية.
