المفروضة لصالح صندوق رعاية المبتكرين رسم ترخيص يدفع لمرة واحدة عند صدور قرار تشغيل الجامعات الخاصة والخاصة بمبلغ (5%) من الميزانية المعتمدة للجامعة. يفرض رسم إضافي قدره (5%) من الميزانية السنوية للجامعة الأهلية والخاصة عند صدور قرار الموافقة على تعديل البيانات المتعلقة بمنسوبيها..
يفرض رسم سنوي قدره (2%) من الرسوم الدراسية لطلبة الجامعات الخاصة والخاصة مقابل الخدمات التي يقدمها الصندوق لطلبة تلك الجامعات المتفوقين والمبدعين. ويصدر قرار من الوزير المسؤول عن التعليم العالي بإجراءات ومواعيد استيفاء وتوريد هذا الرسم، ويفرض رسم سنوي قدره عشرة جنيهات على الطلاب المقيدين بالجامعات. والتي تخضع لقانون تنظيم الجامعات الصادر بالقانون رقم 49 لسنة 1972 والمعاهد الخاضعة لإشراف الوزارة المسؤولة عن التعليم العالي اعتباراً من العام الجامعي 2020/2021.
ويتم تحصيل الرسوم مع الرسوم الدراسية والمصاريف المخصصة لهم مقابل السماح لهم بتقديم أفكارهم البحثية عبر منصات الصندوق الإلكترونية، بالإضافة إلى إتاحة الدوريات والمجلات العلمية. وتلتزم الجامعات والمعاهد بتحصيل تلك الرسوم وتوريدها للصندوق وفقا للقواعد المحاسبية المعمول بها، ويتم تحصيلها نقدا أو بأي وسيلة دفع إلكترونية أخرى.
