وقد اهتمت الدولة بتنمية الثروة السمكية من خلال مشروعات الاستزراع السمكي، وكذلك تنمية البحيرات مما يؤثر في النهاية على ثروتها السمكية. وفي هذا السياق تم ما يلي، كما كشفت دراسة المركز المصري للفكر :

3- إنشاء مفرخات لإنتاج زريعة الأسماك البحرية: والتي تضم مفرخ أشتوم الجميل بمحافظة بورسعيد بطاقة إنتاجية 10 مليون إصبعية/سنة، ومفرخ الكيلو 21 بمحافظة الإسكندرية بطاقة إنتاجية 20 مليون إصبعية/سنة..
4- تطوير مفرخات إنتاج بذور المياه العذبة؛ توفير الزريعة اللازمة لبحيرة السد العالي ونهر النيل وفروعهما بما في ذلك مفرخ الأسماك في الصحراء بطاقة إنتاجية 25 مليون زريعة/سنة، ومفرخ الأسماك في جرف الحسين بطاقة إنتاجية 40 مليون زريعة/سنة. ومفرخ الأسماك في توشكي بطاقة إنتاجية 15 مليون زريعة/سنة..
