رئيس "اقتصادية النواب": مشروع قانون الوكالة المصرية يستهدف دعم الصادرات
استعرض النائب محمد سليمان رئيس لجنة الشئون الاقتصادية بمجلس النواب، تقرير اللجنة المشتركة من لجنة الشئون الاقتصادية ومكاتب لجنتي الخطة والموازنة والشئون الدستورية والتشريعية، مشروع قانون مقدم من الحكومة لإصدار قانون هيئة ضمان الصادرات والاستثمار المصرية، قائلًا: “إن مشروع القانون يهدف إلى تحقيق عدد من الأهداف”. “بما في ذلك دعم الصادرات المصرية وتعزيز قدراتها التنافسية إقليميا ودوليا”.
وتابع رئيس لجنة الشئون الاقتصادية بمجلس النواب، خلال كلمته بالجلسة العامة اليوم: “كما يهدف التشريع إلى تحقيق فائض في الميزان التجاري لمصر ودعم المصدرين المصريين في التعامل مع الأسواق الخارجية خاصة الأفريقية”. مع ضمان كافة مستحقاتهم خاصة في العقود طويلة الأجل وإزالة… المعوقات التي ظهرت بسبب عدم قدرة الشركة المصرية لضمان الصادرات المنشأة بالقانون رقم 21 لسنة 1992 على القيام بدورها المنشود نتيجة لذلك لعدة أسباب أهمها أنها مملوكة لعدد من الأشخاص الاعتباريين الخاصين بهدف تحقيق الأرباح وبالتالي عدم وجود ضمانة من الدولة.
وأكد النائب محمد سليمان، أن القانون يهدف أيضًا إلى تشجيع وتنمية الصادرات والاستثمارات المصرية في الخارج، وتنويعها، وزيادة قدرتها التنافسية، وتعزيز الثقة بها، وتوسيع قاعدة المصدرين المصريين، وتعزيز مساهمتهم في سلاسل التوريد الدولية، ودخول أسواق جديدة. .
وأشار رئيس اللجنة خلال كلمته إلى أن مشروع القانون يتسق مع الممارسات الدولية، حيث يعد مصطلح الوكالة عنصرا أساسيا متاحا في وكالات ضمان الصادرات المناظرة حول العالم لتصبح جهة وطنية تعمل على تعزيز وحماية الصادرات المصرية إلى الخارج. الأسواق الدولية والإقليمية وتعزيز الثقة في الضمانات التي تمنحها الوكالة. ونتيجة لتملك البنك المركزي بالكامل لأسهم الشركة المصرية لضمان الصادرات وزيادة رأس مالها وتحديث اختصاصاتها وفق أفضل الممارسات.
