وحددت المادة 15 من قانون الطفل الأشخاص المسؤولين عن الإبلاغ عن الولادة، وهم والد الطفل إذا كان حاضراً، ووالدة الطفل بشرط ثبوت العلاقة الزوجية، ومديري المستشفيات والمؤسسات العقابية ودور الحجر الصحي وغيرها من الأماكن التي تتم فيها الولادات. تجري، والعمدة أو الشيخ. ويجوز أيضاً قبول الإخطار ممن حضر الولادة. من الأقارب البالغين والأصهار حتى الدرجة الثانية، كما هو مبين في اللائحة التنفيذية، ويكون المكلفون بها بالأمر السابق مسؤولين عن عدم إخطارهم في المواعيد المحددة، ولا يجوز قبول الإخطار من أشخاص غير المذكورين أعلاه..
